This effort followed the Sawyer Decision of 1884 (Woodruff vs. North Bloomfield Gravel Mining Company) which essentially spelled the end of hydraulic mining in California. Miners sought to preserve the hydraulic practice by constructing high dams to catch debris. Gilbert was the USGS' leading geologist and was commisioned by President Theodore Roosevelt to study the effects of such practice. This report is the result.
